New Laws In Effect For 2012

One such law extends the life of an Alameda County pilot program that dealt with sexually exploited minors by five years. Here is a rundown of some of the laws enacted this year that deal specifically with sex crimes:
- AB 12, Abolition of Child Commerce, Exploitation and Sexual Slavery Act of 2011: Amendments to an earlier law allow the court to impose a fine of up to $25,000 if a person is convicted of prostitution involving a minor. These fines can then be applied to programs that provide services for minors who have been sexually exploited.
- AB 90, Human Trafficking of Minors: This law deals with the coercion of children under the age of 18 who have been forced by violence, threats or deceit into prostitution. Under this law, the trafficking of minors for prostitution also becomes a criminal profiteering activity.
- SB 622, Sex Offender Registration For Out Of State Convictions: This law clarifies which convicted sex offenders from out of state must register as sex offenders with the state of California based on the crime they were convicted of. This law also requires people moving to California from out of state to register as sex offenders if their previous state of residence also required them to register as sex offenders.
- SB 756, Sex Offender Registration: This law stipulates that if a person who has been released from jail after serving time for a sex crime conviction does not register with the state as a sex offender, he or she can be arrested and even prosecuted for failing to register as a sex offender.
